If i had to make some money and I only had $9, here is what I would do with it in a nutshell.
I would first create an ebook or report on a niche subject or a subject that you know alot about using www.OpenOffice.org which is free.

Then I would buy a $9 .com domain at www.cheaperdomain.co that relates to your ebook subject.

Then using the free 5 page hosted starter website tonight builder that comes with the purchase of your domain name at cheaperdomain.co I would create a sales page for your ebook and use PayPal to accept payments which is also free.

Then once your site is up and runing I would market your website, by promoting it for free using your signature on forum post, place free ads on craigslist, place it for sale on eBay, post an ad for it on your facebook wall and write articles on your ebook subject and submit them to free article sites.

This is what I would do if I only had $10 and needed to make some money online.
